Faculty Participation; University Budget
Whereas, There is
widespread faculty concerns about the academic impact of budget planning,
Therefore Be It Resolved By The Faculty Senate That, (I) Faculty should be
involved in current budget discussions so that faculty representatives (1) get
an accurate picture of the underlying financial facts for next year=s budget, and also of the long-term trends; (2)
advise on specific budget trade-offs; (3) reaffirm the basic relevant
principles; and (4) reassure the faculty at large about the decision-making
process and underlying values at work. (II) Among the principles vital to
current budget decisions are that (1) liberal arts and sciences, and
scholarship and research, are essential and central parts of USC=s mission along with the professional disciplines;
(2) academic values guide budget decisions; (3) quality programs be protected;
(4) USC=s hard worn [sic] progress toward academic excellence
continue; and (5) any necessary downsizing be done gradually and according to
academic criteria.
