School Policy on Appointment and Promotion of Non-Tenure Track Faculty: Faculty Input

[RATIONALE: Currently in sections 2.5.d.1. and 2.5.d.2, of the Non-Tenure Track Faculty Policy, the procedures to be included in a school’s non-tenure track faculty policy are stated in a fragmented and confusing manner. Therefore, it is proposed that clarifying amendments be endorsed. (The last sentence in 2.5.d.1 underlined is deleted although the principle of faculty input is incorporated into the new section 2.5.d.2.) If the tenure system is to be preserved as the basic form of faculty appointment, the administration must have the maximum flexibility in exercising its authority not to reappoint non-tenure track faculty--particularly those appointed on annual contracts and as adjunct faculty, visiting faculty or lecturers. Our ability to guarantee continued employment of tenured faculty may be inversely related to the extent of our obligations to continue the employment of non-tenure track faculty.]

It is moved that the Non-Tenure Track Faculty Policy be amended as follows:

Section 2.5.d.1

Procedures for appointment, reappointment and promotion shall provide thoroughness and documentation sufficient for evaluation of the suitability and qualifications of the candidate and review and recommendation by an appropriate faculty body. Procedures for reappointment and promotion do not apply to individuals on non-renewable contracts.

Each school policy must indicate what faculty body will review non-tenure track faculty candidates.

Section 2.5.d.2

Procedures for decisions not to reappoint or to dismiss shall provide for appropriate criteria established by an appropriate faculty body consisting of faculty members at departmental and school levels. These criteria must be in compliance with academic due process procedures and provide a mechanism for decision, review and appeal.

Each school policy must address the question of review and recommendation procedures for appointment, reappointment or mid-contract termination of non-tenure track faculty. The procedures should be recommended by an appropriate faculty body and the Dean, and approved by the Academic Senate Executive Board and the Provost as provided for in these rules.
