The First World Conference on Structural Control is not only the first international conference on this subject but it is also the first official act of the newly formed International Association for Structural Control. The purpose of organizing IWCSC was to promote communication and information-dissemination among those persons interested in research and applications of structural control. In the past, papers on structural control were presented at conferences whose main topic was other than structural control and papers were published in a variety of journals that did not focus on structural control. At the Tenth World Conference on Earthquake Engineering in Madrid, Spain in 1992 several technical sessions on structural control were held and, in addition, a special meeting was organized to discuss the future of the subject. At this meeting it was decided that a World Conference should be arranged and that an International Association should be established. The present conference has brought to fruition the decisions made in 1992, primarily by the cooperative efforts of Japan and the United States. FOREWORD
The Future of Structural Control
- The function of an International Association is to promote coordination and communication on Structural Control, for example, to issue a Newsletter at intervals and also to set up on-line network on Internet. IASC should also hold inter national conferences at four year intervals. State-of-the-art reports could be issued on research and on applications. Consensus recommendations could be made on perceived needs. Through its international affiliations, IASC could assist in promoting research and applications.
- The First World Conference on Structural Control held in Pasadena, California at the Ritz-Carlton Hotel on 4-6 August 1994 was attended by 337 participants from 15 countries. A total of 235 technical papers were presented in four parallel sessions. As the first international conference on a relatively new subject it established structural control as a true engineering discipline, and set a precedent for a Second World Conference
- The International Association for Structural Control was legally established as a non-profit California corporation just one month prior to the Conference. In order to be legally approved, the documents of incorporation must specify the Officers and the members of the Board of Directors which posed a problem for there was not a method of selecting these persons prior to the establishment of the Association. Since Japan and the United States were co-sponsors of the Conference and had appointed the members of the Conference Oversight Committee, it was decided that the members of the Oversight Committee should constitute the new Board of Directors of the Association. The first meeting of the Board of Directors was held during IWCSC and it was agreed that the Officers of the Association should be: Professor George Housner, President; Professor Takuji Kobori, Vice President; and Professor Sami Masri, Secretary-Treasurer. The Bylaws of the Association specify a 2-year term for each of the officers so it was informally agreed that in 1996 new officers would be elected with Dr. Takuji Kobori as President for Japan had officially invited the Association to hold the Second World Conference on Structural Control in that country in 1998, and the Board of Directors had accepted the invitation. It was also agreed to establish the following precedents: the same president from the Host Country should serve 2 years prior to the World Conference in order to make preparations and then serve 2 years following the Conference to implement activities arising from the conference; the General Secretary should serve in the Home Office of the Association to take care of ongoing business; an Executive Secretary should be appointed to serve in the Host country to assist in the business matters of the World Conference. One of the first duties of the Board of Directors will be to review its membership and decide if additional members are required.
- It is clear that a transition period is now required to organize the activities of the Officers and Board of Directors and to turn the Association into a functioning organization. As a first step it was announced that all participants at lWCSC were to be Founding Members of the International Association. The Board of Directors will review the requirements necessary for continued membership and will notify all concerned by letter. Persons not attending the Conference but wishing to become members of IASC should communicate with the Secretary. Suggestions about the activities of IASC are welcome and should be communicated to either the Officers or the Directors.
- There are many types of control and, in fact, from the control point of view almost all activities of man can be viewed as examples of control, either technical or social. In the fields of engineering control plays an important role, for example, in electrical engineering, in applied mechanics, in space structures, in mechanical engineering, etc. In these fields much research has been done on control so some people might think that all the problems of structural control have already been solved, but this is not the case. The nature of control theory and practice is determined by the applications under consideration; and the subject of structural control has distinctive features that govern the direction of research. For example, it focuses on the performance of real structures; it involves excitations whose precise properties are not known beforehand; it involves the application of relatively large counter-forces but is concerned with only relatively low accuracy of control; structural control has the potential for important benefits to public safety; the structural excitations of concern are earthquake, wind, and man made forces. There are many different approaches to controlling, but not necessarily eliminating, unwanted motions of structures: passive methods such as base-isolation; active methods in which counter-forces are applied to reduce the motions; combined active and passive (hybrid) methods of control; methods of varying structural stiffness; controlled damping; etc. The ultimate objective of re search on structural control is the practical application to real structures. When considering practical applications, many related subjects must be given consideration, for example: monitoring displacements, velocities, accelerations, strains, etc.; sensors must be developed of various types; material properties must be studied; damage detection and health monitoring methods must be developed; problems in "system identification" will be encountered, etc. The technical papers presented in these Proceedings cover a wide range of topics related to structural control and indicate the scope of the field.
- Many implications for structural control were forcefully presented by the Northridge, California earthquake of 17 January 1994 which was generated by slip on a thrust fault that underlay a heavily populated urban region and, therefore, very strong ground shaking was experienced by many different types of structures. Four special buildings utilizing structural control were located in the region of strong shaking and one, the 7-story braced-frame University of Southern California Hospital in Central Los Angeles, was supported on a standard type of rubber-steel pads base-isolation. The recorded free-field peak ground acceleration was 49% g, which is strong shaking. On the foundation of the building the peak acceleration was 37% g, thus already reducing the motion. The base of the isolated building experienced 13% g peak acceleration and the roof of the building experienced 21% g. This is the first time that a base-isolated building was subjected to such intense ground shaking and its satisfactory performance has in creased confidence in the use of base-isolation. However, there were several buildings on base-isolation in which errors in design or construction markedly reduced the effectiveness of the isolation and this is an important lesson. A significant feature in the ground motion above the shallower portion of the fault was the presence of a large velocity pulse which corresponded to a permanent ground displacement. Had this ground motion been applied to the base of the USC Hospital building, the relative amplitude of displacement of the isolators would have been 2.0 feet. The lesson here is that in the vicinity of a fault the possibility of a velocity pulse, or a displacement pulse, must be taken into consideration when designing structural control. The Northridge earthquake demonstrated that the characteristics of the ground shaking are determined by three influences: the source mechanism during the fault slip, the travel path of the seismic waves through heterogeneous material, and special local soil-geology conditions. Most past recorded accelerograms were dominated by the travel path with the result that most tended to look similar. In the Northridge earthquake the effect of the source mechanism in the near-field dominated the motion, and the effect of local geology and soils dominated some other records and showed that these effects must be taken into account when designing structural control systems for earthquake conditions. However, in Pasadena, 25 miles from the fault, the accelerograms were dominated by the effects of the travel path.
- The development of a new subject undergoes four phases. In the first phase little knowledge exists and the understanding of the subject is inadequate. In the second phase data is collected by observation, experiment and exploratory theory. In the third phase we tend to think that we now have enough knowledge to under stand the subject. In the fourth phase as research and experiment continue and we dig deeper into the subject, complications are discovered and we realize that we do not really understand the subject entirely. We are now in the exploratory phase and we are beginning to think we understand structural control. However, we already see complexities coming and more research and experimentation required. Structural control will be a very interesting topic in the coming years and it can be expected that we will learn much at the Second World Conference. It is important that we continue to ask questions about the subject and seek to answer them. The motto of our association should be IASC = I ASK. George W. Housner President IASC
